KAUKAUNA — Kaukauna is one of four communities in Outagamie County to receive funding from the American Rescue Plan Act to help build Habitat for Humanity homes.

The announcement was made today during a news conference in Kaukauna.

The Outagamie County Board last year voted to invest $3.5 million of American Rescue Plan Act (ARPA) dollars in affordable housing, and today announced two grants totaling $2 million of that money.

The awards will fund the production of housing units that serve low- or moderate-income households and will further advance the Fox Cities and Greater Outagamie County Regional Housing Strategy.

The homes will be located throughout the Fox Cities: one in the City of Kaukauna, one in the Village of Little Chute, four in the City of Appleton, and four in the Town of Grand Chute.

An grant of $994,148 was made to the Greater Fox Cities Area Habitat for Humanity for a 10-unit scattered site homeownership project.

The 10 units funded by the grant award will be single-family detached homes; 7 will be three-bedroom units and 3 will be two-bedroom units. Each home will be sold to a household earning at or below 60% of CMI, through 0% interest mortgages.

A second grant of $1 million went to RISE Apartments for a 48-unit housing community spanning two blocks in downtown Appleton.

The project will showcase two different housing types: multi-family (40 units) and townhomes (8 units). It will offer a range of unit sizes: 8 one-bedroom units, 32 two-bedroom units, and 8 three-bedroom units.

The project will serve households with a range of incomes: 14 units will be reserved for households earning 65% of County Median Income (CMI) or less, 19 units will be reserved for households earning at or below 50% of CMI, 10 units will be reserved for households earning at or below 30% of CMI, and 5 units will be market-rate.

Outagamie County still has just over $1.5 million available through its program. Any organization that is a developer of housing is eligible to apply for a $300,000 – $1 million grant through this program until June 30, 2023.

Grant funds are intended to support the new construction of affordable housing units, including transitional housing units, affordable housing units in mixed-income buildings or in converted/retrofitted non-residential buildings, and affordable housing developments targeted to specialized populations.
